Thank you for posting this to the frickin world wide web. I thought I was going crazy...
When I made a simple 1NF indeterminate relationship I didn't see it when I opened up my tables (Access 2003); just for giggles I added the primary key (even though it was DEFINITELY not needed) and the relationship was created. I then removed the primary key and the relationship stayed.
